Congress is back and committees are busy. Since members of Congress are anxious to return to their states and districts to campaign for re-election, there are very few days left before the next long recess. In those few days, Congress still needs to adopt some kind of spending measure for the new fiscal year that begins in one week. After the election, Congress will return for the “lame duck” session; during those few weeks between the elections and holidays, many of the measures described in this edition may see floor action.
