Despite the many challenges it faced in 2024, FCNL made considerable progress in implementing the 2024–2028 FCNL Strategic Plan. The newly released report acknowledged that it has been a season of transitions.

The country was still emerging from the COVID-19 pandemic. Elections were held, resulting in the Republicans controlling Congress and the White House. Congress ended its 118th session and prepared to convene its 119th session. Unlike the 2021 events, the transfer of power in 2025 was peaceful.

With a new Congress on the way, FCNL approved its Legislative Priorities for the 119th session, 2025–2026. It also began right-sizing itself—both at staff and governance levels—for FCNL’s long-term sustainability. 

We successfully launched a five-year capital campaign, raising 21% of our goal in the first year of the quiet phase of the five-year campaign. Throughout this season of transitions, our vision and work remained firmly rooted in Quaker faith and practice. The 2024–2028 FCNL Strategic Plan proved a steady roadmap for our advocacy and organizational evolution.

Our commitment remains unwavering to building a world where the specter of war is replaced by lasting peace, where equity and justice extend to every corner of society, where the boundless potential of every individual is realized, and where the Earth itself is revitalized and thriving.

This report summarizes the progress and challenges of implementing our first year of FCNL’s 2024–2028 Strategic Plan, including specific data and highlights for each bold step and key strategies adopted in 2023.

1. Strengthen FCNL’s nonpartisan influence
As the oldest registered faith-based lobby group on Capitol Hill, FCNL continued to be a consistent, nonpartisan, and moral voice in Congress. While our capacity for direct lobbying by staff and constituents decreased due to budget reductions, we increased the number of close relationships with key members of Congress.

2. Transform FCNL’s grassroots network
By all measures, FCNL’s grassroots network grew in 2024. FCNL also sought to connect various grassroots groups with each other and ensure that younger activists connect with established Advocacy Teams.

3. Advance policy changes
We expanded our digital reach in 2024 through new social media platforms and a growing email audience. Our work was featured in national media outlets. We continue deepening our storytelling work with our constituents to strengthen our lobbying impact.

4. Foster beloved community
We deepened our work to build beloved community in 2024 through training, practical guides, and surveys with staff and governors. Our anti-racism, anti-bias, justice, equity, diversity, and inclusion (AJEDI) work continued to help us grow together toward the world we seek.

5. Restructure and boldly resource FCNL
We made important progress in right-sizing FCNL and stabilizing our finances for the future. We brought our IT infrastructure up to standards and launched a successful first year of our capital campaign.
