Devra Baxter is FCNL’s 2023-2024 Program Assistant for Militarism and Human Rights. Assisting the team in advocating for sustaining, nonviolent U.S foreign policy. As a program assistant she lobbies to reduce Pentagon spending, and end U.S militarism abroad.
Devra was born and raised in Middletown, Connecticut. She’s a graduate from Southern Connecticut State University with a bachelor of arts in International Business. During her time at Southern, she was heavily involved with student government and community advocacy. Following graduation, she studied International Human Rights at Penn State Carey Law School and International Politics at Oxford University
Devra was a part of FCNL’s 2022-2023 Advocacy Corps cohort. In this role she organized her community to advocate for environmental justice. Following that, she moved to New York where she continued doing community organizing and legislative advocacy work related to climate and waste reduction policy. Devra also spent time volunteering on the leadership team of the NYC Young Professionals in Foreign Policy chapter and with the NYCLU.
In her spare time, she loves to play tennis, go hiking, and travel.
