Cluster bombs are large bombs, rockets, or artillery shells that contain up to hundreds of small submunitions, or individual "bomblets," that are disbursed over a radius of a half-mile. They are intended for attacking enemy troop formations but, in practice, cluster bombs have caused widespread casualties among civilians. Large numbers of cluster submunitions fail to explode on contact as designed, and continue to kill and maim civilians, especially children, long after the conflict has ended.

This letter from Sens. Feinstein and Leahy, co-sponsors of the legislation, urges other senators to become co-sponsors of the Cluster Munitions Civilian Protection Act of 2011 (S. 558). This legislation would restrict U.S. use of and funding for cluster bombs.
