Preventing Mass Atrocities:
What More Can Be Done?
FCNL’s Annual Meeting Lobby Day focused on strengthening U.S. civilian capacities to help detect potential atrocities before the killing starts. Briefings from FCNL staff and policy makers equipped participants with the skills to effectively lobby their Member of Congress.
Participants lobbied their Representatives to support the Complex Crises Fund, a flexible, unprogrammed fund to help the State Department and USAID prevent and respond to emerging crises. Senators were asked to sign a "Dear Colleague" letter supporting the Presidential Study Directive on mass atrocities prevention.

This year, Annual Meeting Lobby Day participants visited over 80 Members of Congress’ offices. Ten meetings were held directly with the Member of Congress. These lobby visits raised awareness about the "Dear Colleague" letter and highlighted the importance of the Complex Crises Fund. Thank you for your support! 28 Senators signed the letter and it was sent to the President in early December.Lobby Day Resources
