The Consequences of the Inhofe/Upton Bill

Senator James Inhofe (R Oklahoma) and Representative Fred Upton (R Michigan) introduced a bill the Senate (S 482) and House of Representatives (HR 910) that would prevent the Environmental Protection Agency from responding to climate change. The bill goes far beyond the restrictions passed by the House as part of the Year-Long Continuing Resolution, HR 1. The anti-EPA riders to HR 1 were limited to stationary sources. [§§1746, 4015] The Poe Amendment [§4015] is the more limited because it only prohibits enforcement; it apparently permits EPA to continue promulgating regulations. Both riders are temporary, lasting only until September 30, 2011.
