Dear Senator Cantwell and Senator Collins,
Thank you for your leadership in introducing the Carbon Limits and Energy for America’s Renewal (CLEAR) Act. We welcome the opportunity this creates to have a more careful and constructive national dialogue on how to best meet the challenges presented by climate change. The CLEAR Act addresses many of the shortcomings contained in House-passed climate legislation, H.R. 2454 and the Kerry-Boxer bill, S.1733.
While the CLEAR Act contains many positive elements, the mandatory greenhouse gas limits are insufficient to meet the United States’ obligation to prevent the worst effects of climate change. We thank you for your continued leadership on climate change and look forward to working with you on legislation that puts the world on a path to reach 350 parts per million in a just and equitable fashion.
