The CLEAR Act

The Carbon Limits and Energy for America's Renewal (CLEAR) Act was introduced in the 111th Congress by Sens. Maria Cantwell (WA) and Susan Collins (ME). It would create a sensible path to a low-carbon economy while protecting middle- and low- income U.S. residents from increased energy prices. We expect the bill to be introduced again in the 112th Congress.
